Create non centered equidistant spokes

Hi folks, I'm crunching my neurons :) to find a simple way to create an oval pattern like this:

These are obviously not radiating from the oval center but from the perimeter at equal intervals and preserving the angle as it goes around, can you guys tell me how this can be done?
