How to create a "ladder effect"

I'm not sure if this is what it is called, but how do I create the ladder style like the red decal in the pic below? I am trying to update our decals a little bit, and I cannot figure out how to do this like in the pic. Any help or walkthroughs will be greatly appreciated. I'm using CorelDraw X4 if that helps.
