Photo to Oil Painting

Hi Everybody,
Can someone recommend an application which converts a photo to an oil
painting.
Most likely, I'm looking for something that does not exist. Is there
an application which looks like an oil painting yet does not look smeared or
blurred -- just like a real oil painting.
