Snap the pixels to the middle of the grid?

Hi all, please see image below. I have a 4x4 grid set up and am using a 4pixel square Paint Tool. I click Snap to Grid and it's always off centre. I want these blue squares to fit inside the squares on the grid. Any help, much appreciated.
